Colorado considering marijuana tasting rooms, home delivery

The activities are still subject to local approvals

Colorado Governor Jared Polis signed a couple of bills this past Wednesday that are going to help the state’s marijuana industry continue to advance. One will allow businesses to offer marijuana consumption on their properties, provided they have a permit, and the other will pave the way for marijuana home delivery. The final decision, however, lies with local county or city voters.

House Bill 1230 authorizes public consumption for the first time. This has been one of the hottest topics in legal marijuana states, as there are plenty of places to purchase products, but nowhere to consume them other than private residences. House Bill 1240 creates an exception to the Colorado Clean Air Act to allow marijuana consumption in public spaces.

According to Representative Jovan Melton, “This gives them a responsible place to go. We say, ‘come to Colorado, visit our dispensaries and purchase, but don’t smoke it and don’t take it with you.’ That doesn’t make sense.”

House Bill 19-1234 allows regulated marijuana sellers to offer home delivery services. It is seen as a “bill of compassion” by Polis, a reference to the fact that many marijuana patients can’t leave their residences to purchase the products they need.

Delivery service permits can be requested starting in January of next year and retail delivery will start in 2021. All deliveries will be assessed a one-dollar surcharge, which will go to the municipality or county where the store is located. Deliveries are limited to one per day per residence. There is one exception to the law, though – deliveries can’t be made to college campuses.
